SEC Publishes CME Securities Clearing Default-Management Framework Proposal

TET

Updated: Fresh

The Securities and Exchange Commission has published CME Securities Clearing Inc.’s proposed rule change to amend its Risk Management Framework in relation to default-management practices. The SEC’s notice, Release No. 34-106681, was issued on 16 October 2026 for file SR-CMESC-2026-011. CMESC filed the proposal with the Commission on 9 October.

According to the SEC notice, the proposed amendments concern the framework CMESC uses for default management and are intended to provide transparency and clarity for CMESC staff when managing a default. The notice was published under the Exchange Act rule-filing process and invites public comment. The SEC page states that comments are due 21 days after publication in the Federal Register.

The filing is a proposal, not a report of an actual clearing-member default. It concerns the procedures and governance available to the registered clearing agency if such an event occurs.

Why it matters

Clearing arrangements sit behind the settlement and risk-management chain for many market participants. For broker-dealers, clearing members and traders exposed to cleared products, changes to a clearing agency’s default-management framework can be relevant to operational risk, contingency planning and the treatment of positions during stress.

What to watch next

Watch for the Federal Register publication, comments and any subsequent SEC action. Market participants can compare the proposed framework changes with their own default and client-asset procedures rather than assuming the filing changes current clearing obligations immediately.
