IEX Extends Market-Data Distribution Rebate Eligibility to Extranet Providers

Investors Exchange, or IEX, has expanded eligibility for its External Distribution Rebate to include extranet providers as well as data subscribers that enrol new external users of IEX real-time market-data products. The SEC published the rule filing on September 16. IEX says the fee-schedule change became effective upon filing and is operative from September 1.

The rebate program pays an eligible data redistributor 75% of the subscription fees paid to IEX by a newly enrolled external subscriber. IEX says the program applies to its DEEP+, DEEP and TOPS products, which respectively provide order-by-order depth, aggregated depth and aggregated top-of-book information with IEX execution data. The change lets a qualifying extranet provider earn the rebate when it enlists a new subscriber, rather than restricting eligibility to a data subscriber.

The filing says a new external subscriber must not have been entitled to receive IEX real-time market data as of July 1, 2026. Participants must opt in and report qualifying new subscribers to IEX. The rebate begins in the first full month of the subscription and is scheduled to expire when the subscription ends or on August 31, 2028, unless IEX extends it through another filing.

Why it matters

This is a distribution and connectivity incentive, not a change to IEX order execution or to retail market-data entitlements. It may affect how vendors package IEX data and the economics of connecting new users. Traders relying on real-time depth-of-book tools should still confirm which venue data their broker or analytics platform includes and whether subscriptions carry separate charges.

What to watch next

Watch IEX’s fee schedule and vendor offerings for uptake of the program. The SEC notice remains open for comment, and IEX would need another effective filing to extend the rebate beyond its stated end date.
