CFTC Agricultural Advisory Committee Discusses Basel III, 24/7 Trading and Perpetual Futures

The Commodity Futures Trading Commission said its Agricultural Advisory Committee held its first meeting of 2026 in Washington, with members discussing Basel III, risk management tools for agricultural end users, 24/7 trading, emerging markets and recent CFTC activity affecting the agricultural industry.

The agenda matters beyond agricultural producers because it joined several market-structure questions that increasingly overlap for active traders. The CFTC said the meeting included a presentation from bank regulators on the Basel III proposal, a CFTC Division of Data presentation on the Commitments of Traders report, and a panel on potential gaps in risk management tools for agricultural end users.

The meeting also included a presentation on perpetual futures’ funding-rate mechanism. That keeps the CFTC’s work on perpetual products connected to traditional commodity-market questions such as hedging, delivery, storage, liquidity and settlement discipline.

For traders in agricultural futures, energy futures or event-style derivatives, the signal is that policy discussions around continuous trading and perpetual structures are moving through several CFTC channels at once. The agency is not treating these as isolated product-design questions.
